Development Plan Scheme 2018
The Planning Authority is required to prepare a Development Plan at least within a year of the previous Development Plan Scheme. The 2017 Development Plan Scheme was approved by Infrastructure Services Committee on the 2 February 2017. The above document sets out the local development plan related work that Aberdeenshire Council Local Development Plan team will be undertaking over the next twelve months and gives you an indication of when they might be consulting with the Community Council and on what topics. This is a document that they are legally required to publish, and which has been approved by Infrastructure Services Committee of Aberdeenshire Council and submitted to Scottish Ministers.
Piers Blaxter, Team Leader (Policy), Planning and Building Standards states:
My colleagues and I attended Community Council Meetings in the period September to December 2017 to receive your assistance in scoping some of the main issues that might impact on a new local development plan. You will note from the section 4 “Key work Processes” that we are currently seeking “bids” from developers for potential inclusion in the Aberdeenshire Local Development Plan 2021. In addition we are conducting seminars with Key Agencies and others with an interest in the development plan to assist us in identifying main issues. You will recall that we intend to share with you our first draft of what the main issues might be in March 2018, and we are still committed to doing this.
Dates have been agreed for Area Committee seminars to discuss the bids that we will have received as follows:

Formartine 22 / 23 May 2018
Banff and Buchan 29 / 30 May 2018
Garioch 12 / 13 June 2018
Kincardine and Mearns 19 / 20 June 2018
Buchan 26 / 27 June 2018
We will advise you of the exact timing of when your area might be considered once we have a good idea of the number of bids we have received, and would be pleased to see one or two of your representatives at the meeting. All the bids will be posted on the internet before the meetings, probably in April 2018.
Looking to the long term we are still unsure as to what the outcomes might be from the review of the planning system being conducted by the Scottish Government. We continue to be advised to follow the existing legislation rather than trying to guess the outcomes from the Planning Bill 2017. As was mentioned at the Community Council Meetings, we should be in a better place to advise you of changes that may result to the Local Development Plan in the autumn.
My team and I are, as always, available to attend Community Council Forums, Community Council Meetings, or just advice over the phone, if there is any planning policy matter that you may wish clarified.
